Hartford Parish Council survey for 2021
THANK YOU FOR TAKING PART in Hartford Parish Council’s Village Survey.
You can submit your response to the questionnaire online or, if you prefer, on paper, using the copy included with this month’s edition of Hartford News and returning it to the Parish Clerk.
Your input will serve two important purposes: it will provide the basis of the Council’s plan of action for the following year and help to direct the allocation of money to support these plans and other projects.
Hartford Parish Council receives funding from the Precept (raised as part of Council Tax), from the Community Infrastructure Levy (CIL), and from holders of funds to which we apply for grants or support for projects.
The CIL is a charge, brought in by Government, to ensure that developers contribute to the cost of local infrastructure, such as schools and roads, that will be affected by their work. Development in Hartford has led to the Parish Council receiving funding via this route.
The Council needs to know how you think this money should be spent in our village. This is, of course, governed by rules.
CIL money must be used for:
• the provision, improvement, replacement, operation or maintenance of infrastructure; or
• anything else that is concerned with addressing the demands that development places on an area.
The Town and Country Planning Act broadly defines infrastructure to be:
• social infrastructure (for example art and culture, sports halls, education, health, social care, emergency services, community centres, village halls);
• physical infrastructure (pavements, cycleways, flood defences, highways, transport links);
• green infrastructure (play areas, public open space, woodlands).
The Council would appreciate your thoughts on your village, what you would like for the village and what else you want to see the Council doing. Towards what projects would you like funds to be directed? It should be noted that Hartford Parish Council can only take action on its own property and land. However, the Council works closely with other organisations, including Chester West & Cheshire Council and Hartford Civic Society, to support initiatives and projects and also in respect of maintenance and management of facilities and equipment.
