Meet the team
Hartford Parish Council is made up of ten volunteer Councillors. Meet the Councillors, plus the Council’s employees.
Hartford Parish Council is an elected corporate body whose ten Councillors are elected to serve for four years. All of our Councillors are volunteers, and are non-political. We also employ the following employees – a Clerk, an Assistant Clerk, a Village Hall Administrator, and two Village wardens – all of whom are part-time.
As Hartford Parish Council, we focus on representing the local community, delivering services to meet local needs, and improving quality of life and community well-being in the village. You can meet our volunteer Councillors and our employees below.
- If you’re interested in joining the council, find out about becoming a councillor
- If you’re interested in a job with the council, find out about our job vacanies.
We also work closely with our police representatives and with the Cheshire West and Chester Council representatives for the Hartford and Greenbank ward, Councillors Martin Loftus and Patricia Parkes.
Jane Taylor
Chair, Hartford Parish Council
I moved to Hartford in April 2017 after taking early retirement from an HR and recruitment career within retail and banking. I joined the Parish Council in 2019 and I currently sit on three Committees: Finance, Assets & General Purposes; HR; and Amenities, and two Working Groups: Events and Planning. I also represent the Parish Council at the Allotment Association and Hartford Civic Society meetings. I lead the Christmas Fayre Elf Team (Community-led event) and play an active part in all the Council’s events. I love living in Hartford and enjoy meeting and chatting with our parishioners. I’m often to be found tidying up the Herb Beds on Green Field – do feel free to stop and have a chat!

I have been a resident of Northwich since 1977 and moved to Hartford in 2016. I have a mechanical and electrical engineering background and spent over 32 years in the telecommunications industry. When I was employed, I had an interest in the local team members and chaired a sports and social club for many years, with the aim of supporting the employees and their families in the Northwich area. My hobbies are skiing, golf, game angling, DIY and recently gardening.
Martin Llewellyn
Councillor, Hartford Parish Council
My wife and I have lived in Hartford for over 30 years. I was a GP in the Weaverham Surgery for nearly thirty years, and retired in 2013. When I retired, I felt I still wanted to serve the community in some way and joined the Parish Council. My main hobby is music, and singing in particular. I am in two choirs, the Rivendell Singers and the choir of Sandiway Church, where I have worshipped for over thirty years. My wife and I are also keen narrow-boaters. I have enjoyed being part of the Parish Council over the last few years and feel it is a privilege to serve the community.
Paul Manley

I studied computer science at the University of Salford and have spent the years since in various technology and information security roles within both government and private sectors.
